Make it easier to use to create individual accounts

While approve is mostly used for making group accounts, we also occasionally need to make individual accounts in special cases. Currently, after approveing a group account, a staffer with an /admin principle needs to rename the callinkOid attribute in LDAP to calnetUid in order to convert the account to an individual account. It would be better if approve offered an option to create an individual account in the first place.
