The Tanuki randomly chooses items from a long list. Some are drop items from various creatures, and you have indeed stumbled on one of the items that you cannot obtain without having the monster available. Sadly, we can't really build extra events for all items to be available in every possible combination of banning.
Generally, I would recommend simply warding creatures. That will reduce the chance to meet any of them noticably, without breaking many, many quest lines.

Code it so each time it selects a new item, check to see if it's possible to obtain it and reselect if can't? If I could code, that's how I would do it.

It cannot reliably determine if the item can be selected.
