I looked at the source code and it appears that there are functions for user
management - also, the interface file (user_management.php) has code for user
management - but none of that code renders in the browser (tested on multiple
browsers across Windows and Ubuntu systems). Still looking into why user
management features don't render...

When you first install SimpleRisk, there is a default "admin" user. This user
has access to the special "Configure" menu where additional users can be added.
If you want those new users to have access to this "Configure" menu as well,
then you will need to check the box to "Allow access to the Configure menu"
when you create that user. You can modify a user's permission at any time by
using an "admin" user and clicking on the "Configure" menu. From there, select
"User Management". About halfway down the page you will see some text that
reads "View details for user" and you can select a user. From there, you can
update the user's permission and they should have access to the user management
just like the Admin user does.
