Keep track of downloaded files

CloudBIDSLayout should keep track of all the files downloaded with the download_files method.
Get common files like dataset_description.json
Add a prune method to get rid of non-downloaded files

Add a `use_cached` parameter for the json files

CloudBIDSLayout could take a while to download the json files for a large study (e.g. HBN, Cam-CAN, ABCD). To save time on retries, provide a use_cached parameter that will cause CloudBIDSLayout to skip over the json files is already downloaded.

Update the README with features and an example

Related to #1, the README file needs some more detail.

Write documentation

The documentation is the barebones documentation that comes with CookieCutter. We should write it.

Fix docbuild workflow on tagged releases

Not sure what's happening with the docbuild workflow for tagged releases. Low priority for now since I just build the docs manually. If possible we should test on the same tag so that we don't have to release 20 versions while debugging this.

@arokem, any advice on this since you set up the docbuild workflows for pyAFQ and cloudknot? No rush at all. We can wait until after NHA.
