天擎的配置文件里包含port，但是io初始化的时候漏了port那一项，导致无法从某些自定义port的天擎服务器读取数据
cmadaasaccess.py中，第369行应该为url = "http://"+meteva.base.cmadaas_set[0]+':'+meteva.base.cmadaas_set[1]+"/music-ws/api?"
这样保证某些省份自定义port的时候程序不报错。
示例数据不全
例如“MODE目标检验改进版”里面用到的nc文件 H:\test_data\input\mem\mode\ob\rain03\20072611.000.nc 在当前工程里没有找到
