Why not ADD instead of wget?
Instead of
RUN apt-get install wget -y
RUN wget -O /tmp/sampledepot.tar.gz http://ftp.perforce.com/perforce/tools/sampledepot.tar.gz
Couldn't it be similar to
ADD http://filehost.perforce.com/perforce/r14.1/bin.linux26x86_64/p4 /usr/local/bin/
