This has two sides to it:

• when opening the link in the browser / reloading the page
• when clicking a link in an already open viewer.

There are two places this is relevant:

• the collectives app.
• the viewer opened in another app such as files.

I'll use #174 to track the former and this issue to track the latter as it is already tagged upstream.

Links still have a file id that we could use to resolve the link if it's not working.

Given that we already resolve links with fileId in Collectives and Text, I think this issue can be closed.
