This requested feature would work primarily as an "on-ramp" in which a user invokes VS for the first time when they have a large number of windows already, meaning that no rules yet exist.
Having this feature would greatly streamline the process of creating the rules by tackling each window in turn, determining the correct rule, and having the rule fire when saved for the first time. Perhaps updating a rule would also cause it to fire as well, if this is not already being done.
