Include dictionary about data processing into the MDE/MDH

If we remove instruments from several MDE experiment infos, keep tags for the remaining ones, and point to them in the experiment infos with no instruments

Noticed that sometime scripts fail when folders don't end with \. Change to use os.path or similar.

the paths to subsequent pages are broken. I think you need to put .html after the data_desrciption rather than slash.

add to the define data a filter on logs functionality.
I think this should be an item in the define data dictionary. as follows
data['logs_to_filter'] = {<log_name> : {'min': , 'max' : }}

if min or max is None or not included it should take all above or below.

Expose Max Recursion Depth to the dictionary read by reduce_data_to_MDE.py

If there is no entry in the dictionary or if it is set to None it should use a default value of 6.
Should we also expose the Min and Max Values?
If I understand the MD data structure right it would mean the max number of bins would 5^Max recursion Depth between the min and max values. So exposing these would allow to relax the number of bins further if they are looking at a smaller portion of their data. The default should be how it is defined now.
