PostgreSQL as service in Yandex Cloud

1. Move registry creating in separate folder?
2. Remove serverless container service account

Everything else sould be deleted automaticly by terraform (image from registry + serverless container itself)

1. Push container after build to registry
2. Create a service account to push images (will be usefull for CI/CD)
3. Service accout for serverless container to access registry (now the registry should be pubic)
4. Make serverless container public (to access without auth)
5. Print serverless container URL
