I think I didn't see this behavior before #5248 - maybe a more recent regression in coverage

I'm still seeing the issue in coverage 7.2.7 on the next and develop branches but if I go back to commit 360e997 right before parallel tests were introduced the issue goes away.

That's an interesting if weird data point, given that the issue doesn't appear to be dependent on actually using the parallel test functionality?

Could be. I agree that it's most likely not the parallel unit tests because disabling parallel unit tests was one of the first workarounds I tried and it didn't seem to help.
