move templates to use embedded resources

If templates not provided from command line use embedded resources... either come up with a convention of just declare a .net attribute to be used with the selected file type by default.

may also allow changing the resources of multiples are currently applied per file type.

Add the ability to exclude files

Update Apple2Encoding to ensure ensure String to Bytes is correct. Currently upper bit is stripped on decode and not restored on encode.

Current apple2 encoding simply removes the highest bit to convert Apple bytes to ASCII... make sure it is bidirectional
