Currently, the memoire-state is synched via state, as it was the most pragmatic way towards an mvp. However, multiple memoires can have different states, because e.g. some patches might only be applied locally. Furthermore, it may well be, that a connection issue between the states or because some state went offline for some time, they are out of sync.

This is why, the state should be broadcast and observed not as a bulk state but rather as the a group of patches.
