ChromeVox Lois : reviewing/typing, CV will not indicate if character(s) are capitalized by making sound or raising TTS pitch about google-axs-chrome HOT 1 OPEN

This needs to be addressed, especially for Docs users who are relying on this 
for their job/education settings. Having something in all caps just looks 
terrible when not appropriate, and there's no current way to tell this at teh 
current time using ChromeVox. Please include a "raise pitch for cap letter" 
and/or "say cap before cap letter"
