[Propose] Add Additional Telemetry

We have no insight into how people are or will be, consuming the mono repo in their projects. Without this knowledge, we won't have the ability to drive additional features or bug fixes before our users start to encounter them.

If we can start tracking this repos usage in our external users' projects and how it's being used, we can bring forth greater innovation and insight that will keep us on the leading edge; in the cloud, desktop, mobile, wherever.

IMO Azure Application Insights makes the most sense for various reasons, but I'm open to other ideas.
