Revise index names generation logic for SQLite

The current way to generate index names leads to collision in case a table is renamed.
Dropping/recreating the indexes in ::postTableRename fails in case there is an open statement on the table being renamed.

Let's consider PREFIX__UUID___INDEXNAME to ensure uniqueness even in case of a table being renamed and a new table with old name created with same indexes.

Hi @mondrake, I see that you have worked in this project for a long time. I was wondering why you have this project on github and not on Drupal.org. If for some reason you want to keep it on github, that is perfectly fine too. I am working on getting contrib database drivers better support in Drupal core and on the DrupalCI testbot. If you might be interested in moving this project over to Drupal.org, what are you missing/holding you back for doing so? Can we work together to get those problems fixed. My idea was that when this project is on Drupal.org and has DrupalCI testbot support, the chance of getting Drupal core to switch to using this project in core would be a lot higher. Again, when you would rather stay on github, that is fine too. Just checking if we might work together to make Drupal core and DrupalCI testbot better for contrib database drivers.

So Long TravisCI, and Thanks for All the Fish

TravisCI has taken an opposite stance than really support OSS on a free basis as they always claimed.

I had to stop CI tests since I do not have time to try and beg for some free credit.

I'll have to migrate to some other solution, GitHub Actions maybe, let's see.

Thanks TravisCI for the free fish so far, I understand that giving away resources for free has an impact on financials, would have appreciated more time to adapt as OSS developers are thin on exactly that - free time to adapt to moves external to their projects.
