Enable overrides, platform configurations for PROC_DIR path

Linux doesn't use the same /usr/local prefix path for /var stuff. I'd personally also like to scope custody to ~/.local to avoid giving it root access. As such, it'd be nice to use a configured PROC_DIR path (perhaps from environment variables) with platform-specific defaults.

Action Required: Fix Renovate Configuration

There is an error with this repository's Renovate configuration that needs to be fixed. As a precaution, Renovate will stop PRs until it is resolved.

Error type: Cannot find preset's package (local>mixmaxhq/renovate-config)

Permission error when accessing file inside /usr/local/var
