Not an issue, just a (hopefully) quick question.

Are HMCTS complaint reference numbers incremental?

E.g., given 2 complaint reference numbers issued subsequent to complaints submitted by a member of the public via the online form – e.g.123 and 234 – is it fair to assume the larger reference number indicates that complaint was recorded at a later date?

Apologies, I'm personally curious and didn't know where to ask what these reference numbers mean, if anything.
