Detect 7 and - prefixes to warn player about possible info leakage by mistyped command

E.g moderators who get into hurry writing their messages may accidentally prefix /ac command with 7 or dash instead of a slash. That usually leads to sensitive info leakage.

Try to prevent this by default

(chore) Bump PaperAPI to 1.18.1-R0.1-SNAPSHOT

Hello,
we are currently still using PaperAPI version 1.16.1-R0.1-SNAPSHOT and might upgrade to 1.18.1 in the future.

Reloading the configuration should handle channel information in more elegant way

ChannelCommandInfo should not be stored anywhere and also they should be merged if possible, instead of replaced.
