Create server-side abstraction to handle interactions with SOS.

The purpose of this is to create a simple interface between the client and the backend service, which in turn communicates with the SOS endpoint. One potential benefit of this is that other (native) clients could use the same communication to the backend service and inconsistencies against the SOS could be implemented and made available via zero-install the same way a web application would be.
