That's a http 503, are you sure your web server is running and configured for php?

Thank you for the responce!
php configuration was my issue.
For anyone else who has this issue -
For Rocky 8 / RHEL8 mod_php has been depreciated. I needed to install php-fpm for the php configuration to take effect.
