Not sure what's going on here. One of the zip files may have been corrupted somehow.
Give this a try:
- Open regedit.exe
- Navigate to
HKEY_CURRENT_USER\Software\Roblox Studio Mod Manager - Delete the subkeys named
PackageManifestandFileManifest - Launch the mod manager with
Force Client Rebuildchecked

Open the Roblox Studio folder and try deleting the downloads folder? 👀

Huh, yeah that’s totally bizarre. I have never had that happen to me.
If you can find a consistent way to reproduce it, I will see if I can create a fix.

The issue is popping up again and the fix isn't working. Tried removing all RbxModManager related things and reinstalling, but it didn't work.

I appear to have the same issue. However there's no Manifests in the registry editor
