Doing that might lead to unpredictable behavior, because there may be flags that have been enabled for awhile without being cleaned up.

Not sure how that could be a problem. These flags are displayed already, and are able to be toggled, even if the flag is no longer used anywhere in the codebase.

I thought you were talking about disabling all available flags, looks like it was a typo.
