Is it by design that when one unpacks tex adjustbox.ins the only driver files which are generated are

tc-xetex.def
tc-dvips.def
tc-pdftex.def
tc-pgf.def

but tc-luatex.def is not generated?

I'm wondering because I stumbled across a problem with

% !TeX TS-program = lualatex
\documentclass{article}
\usepackage[export]{adjustbox} 
\usepackage[table]{xcolor} 
\begin{document}
test
\end{document}

and installing tc-luatex.def seems to avoid this problem, but it is not included in texlive by default. Should it be?
