Create a use cases and requirements document

The Responsive Images CG has blazed the trail for this process. They created this document:

https://usecases.responsiveimages.org/#dfn-use-cases, which should be used as a model of how to proceed.

That document, the offered wisdom says, is the first thing that should be done in the sequence of actions necessary to define an extension / update for the Web, per this Web Incubator Community Group repo: https://github.com/stuartpb/wicg-best-practices/blob/master/proposals.md

Spec Status?

i am wondering if https://github.com/dret/HTML5-overview might be a good place to include this element, or whether this may be a bit too early. the page above mostly focuses on official W3C specs, but also has a couple of other documents. but i think these are at least all driven by some sort of community. would that apply to this spec? if not yet, are there plans to go this route?
