You make fun of RPM Provides tag specifying the package itself, but there's a valid reason for it: virtual provides. For instance, sqlite could provide a 'SQL database', or GCC could provide a 'C/C++ compiler'.
This came up recently while discussing Fedora buildroot, which contains GCC now. People are trying to shrink it, requiring explicit BuildRequire: gcc --- but that prevents experimenting with clang. One elegant solution is to do BuildRequire: C/C++ compiler, and having both GCC and clang provide it.
