Mejorar las Github Actions

Se necesita mejorar las Github Actions del proyecto agregando las siguientes características:

Publicación del tema en vscode marketplace mediante el evento workflow_dispatch
Implementar una acción para el mantenimiento del repositorio que se ejecute automáticamente cada lunes
La acción de mantenimiento deberá agregar todas las tags globales del repositorio luisfalconmx/.github/labels.yml

Aumentar la luminosidad del background para el texto seleccionado

Review de vscode:

Exelente thema, funciona muy bien y la variacion de color esta bien manejado, la forma como se identifican las funcionalidades esta super bien, la unica recomendacion que te daria despues de llevar un tiempito usandolo, es que el color de backgraun que usa cuando uno selecciona un texto, no es muy notorio, le colocaria un poco mas de luminocidad. de resto sigue funcionando super bien
