I have implemented this feature in 0.16.2.
See the relevant line in the release notes:
- (New Feature) Set Preferred Video Quality - With a new option in the video quality option menu, users can now choose their preferred YouTube quality between last selected and lowest and highest quality (with seek friendly and all streams) options
With that, I am closing this issue.

There was an oversight I had to fix in 0.16.3. Please let me know if there's any more problems as I did rush this one overnight.
