The ndb-agent validates a cluster configuration before it creates the config.ini for RonDB. The validation includes checking whether there are too many services for each RonDB services type. If the config file provided by Chef contains empty (and thereby immutable) API & Mysqld slots, the ndb-agent will not be aware of these when doing the validation.

Also, the ndb-agent has to be aware of the Node ids. With this setup, as no Node Ids are specified for the API & Mysqld slots, it will have to parse them from a mgmClient show command, which is quite cumbersome. Also, the output of this command does not even specify whether the nodes are apis or mysqlds.

Essentially what all of this means: Remove the empty API & Mysqld slots AND add NodeActive to the configurable api & mysqld slots.

The ndb-agent used to take "address" as a configurable parameter. With https://github.com/logicalclocks/ndb-agent/pull/53, this will change and it will instead "hostname" & "port" as parameters.

Important: Wait for https://github.com/logicalclocks/ndb-agent/pull/53 to be in production. For now, it will use default params for hostname & port, which work.
