Test initial wizard, login into all apps.
Will use the "splinter" python library to automate testing with headless Chrome and Firefox browsers.

The API endpoint /api/configure/status/ blocks while a job is running because of this line. This requires another way to detect that a job started but died at some point.

We should also change the docker image for the flake8 step python:3.7 to alpine/flake8:3.7.7 and remove the pip install

The admin API, specced here and implemented on liquidinvestigations/liquidinvestigations#114, needs good test coverage. The first step is to set up a testing harness and run it on Jenkins.
