處理本站長期以來「官方公告沒人同步 0-day 翻譯」的內容貧弱、不一致問題。

1. 掃描 Arch Linux 官方公告 RSS feeds
2. 如果有新的公告，自動在這裡發一則 label 為「待翻譯」的同標題 issue

• 要處理「就算 issue 解掉了，還是要有『已經開過這則翻譯票』的偵測程式」，不能傻傻一直重開
• 開票歸開票，翻譯歸翻譯，不用（也不好）混在一起
• 用 Rust 或 Go 寫一個，總之要有個 runtime self-contained 或 runtime-free 的單一 binary executable，比較省事，最多搭配一個 YAML 或 JSON 之類的設定檔（因為不想把 feeds URL 與 GitHub API token 寫死）
• 用 cron 跑或自己 loop 都可以

不要在 Dockerfile 裡寫死版本，使用 .ruby-version 統籌管理 Ruby 版本。

改用更使用者友善的 CMS 來做，現在這種作法根本反人類，爭取不到 novice users，行不通。

另外我不想再把網站弄在我租的空間，想改用 GitHub Pages 放著就好。

• 上版到 GH 時，版面不要爛
• 更好、更無腦上版
