Update workflows.

regression.yml : Run tests on three platforms (Linux/Windows/OSX) for each push/pull request.
periodic.yml: Run tests on stable/beta/nightly version of Rust periodically.
release.yml: When create tag, release it to GitHub and publish to crates.io.

Update and refactor

Add GitHub Actions integration.

This builder transform 2 dimension array that is matrix.def to 1 dimension array, here

This transformation means backward_size >= forward_size.
However, ko's matrix.def has

forward_size: 3822
backward_size: 2693

Some combination of forward_id and backward_id is overlapped.
So, some costs are wrong.

Lindera's PR introduced a new data structure and data format.
https://github.com/lindera-morphology/lindera-ko-dic-builder/blob/master/src/lib.rs#L138, id has to be u64.
And also dict.fst to dict.da
