Based on issue pacocoursey#2 and the trigger idea in pacocoursey#29, I think this could be a fair solution:
CommandDialog.Root itself only provides the context and does not take any HTML layer, just like Root in all Radix libraries.
CommandDialog.Trigger is going to be the Radix dialog Trigger.
CommandDialog.Overlay is going to be the Radix dialog Overlay.
CommandDialog.Container is going to be the Radix dialog Content.
Portal will be built-in.

  <CommandDialog.Trigger />
  <CommandDialog.Overlay />
  <CommandDialog.Container>

But it needs some React tricks, so I will continue looking for how to accomplish this.
