I don't think this is a Logisim specific error. A quick Google search reveals that a lot of people have gotten this error and it has to do with Java/Eclipse.
I got rid of it by doing this:
- Open the Run box and run regedit.exe
- Navigate to: HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft
- Right click the Javasoft folder and clock change permissions
- Set the permissions to full access for yourself and Apply the changes
Next time you build, the error should be gone.
