I can confirm that Logisim-evolution works reasonably well on HiDPI screens. In the Window tab of the Preferences dialogue, you will find a slider to adjust the zoom factor for all GUI widgets to your liking. Of course, there is still room for improvement, e.g., there are no high resolution versions of the UI icons available, but this does not impact the general usability.

Unfortunately logisim is largely abandoned by both the original creator and this fork maintainer. I do not use windows, nor do i have a 4K screen to test (and i don't know if they support hidpi), but perhaps it might be best to try a fork such as logisim-evolution or logisim-ita yourself. With that said, a forum post on superuser mentions trying -Dsun.java2d.dpiaware=false
