How about adding the ability for a modpack author to change the progression of blocks to fit the theme of the modpack? If the modpack is based in the nether, the progression could be

Netherrack to Crushed Netherrack* to Compacted Netherrack* to Soulstone Cobble* to Soulstone* to Netherbrick

*Imagined or real modded blocks. Any block is possible if the mod .toml file can easily be modified to specify what blocks can be trampled into another block.

What about adding coarse dirt to the changing blocks?

Grass to dirt to coarse dirt to path to gravel to stone to stone bricks.
