Currently even simple queries using multi-layer FCS result in 500 exceptions. To reproduce,

1. go to https://contentsearch.clarin.eu/
2. switch to "Multi-Layer Federated Content Search (FCS-QL)"
3. add search term (e.g. "Kaffee")
4. limit the search to corpora provided by the KorAP FCS endpoint
5. search

Expected result: Some KWICs.
Actual result: 500 error messages.

The problem was reported by Teoric.

That's also why the CI builds fail.

Currently KorapSRU uses a static json file to identify free corpora available through KorAP. Kustvakt has provided an API for this, see https://github.com/KorAP/Kustvakt/wiki/Service:-Resource-Description. Korap SRU should use this API to retrieve the free resource list.

Supported foundries in KorapSRU are limited to those of free resources. In Kalamar, FCS-QL may be used for other resources and foundries. Thus, supported foundry check and unsupported foundry exceptions should be handled in KorapSRU instead of KorAP (Koral).
