Provide API to get bundle by external key without accountId (return all bundles with that external key) about killbill HOT 2 CLOSED

Actually we had a discussion about that:

We decided that externalKey for a particular objects should be 'unique', in the sense that at a given time only one 'active' objects of a given kind within a given tenant may exist with that externalKey:

• So for accounts since we don't have the ability to 'inactivate' account, this can be enforced at the DB level-- safest and easiest
• For Bundle, we need to enforce it in the code to allow for network transfers. We check that one one bundle has active entitlements for a given key, but would allow the billing to overlap.

And so we could offer API to return one (or zero) 'active' object for a specific externalKey

What is the definition of an 'active bundle'?
Should we look for entitlement cancel date or billing cancel dates for its subscriptions.

Current implementation is looking for billing cancellation date which is probably a harder requirement.
