Implement new commands that allow users to change 'min' and 'max' values.

Currently, when using the /random command. the application plays random clips from the mp3 folder. the variable interval determines the time between these random clips. interval is a random value between min and max that changes after every clip play.

the min and max values are currently hard coded. I need there to be a command that can set the min and max range. This way users can dynamically alter the interval range during runtime.
