kotoba failed to create .kotoba directory

Windows doesn't have $HOME in env, so should use some windows' specific env vars while running on windows. Using process.env.USERPROFILE should fix this bug.

Add repl functionality

Add repl functionality to ease the process of input lots of records. Will map it to repl command.

Usage will look something like this:

$ kotoba repl

  kotoba repl v0.0.3
  >a new record
  recorded: word or phrase
  today: 22, total: 47

  >.q
  quitting kotoba repl …

$
