Auto-name new branches based on story/bug

User Richard Scheffrin provided suggestion on Marketplace Q&A:

Unable to install in VS 2019

When clicking on the Download button, the following dialog pops up:

Clicking on the Visual Studio MPF 15.0 reference does nothing. Clicking on the Continue button closes the dialog. The extension is not installed.

VS 2017 is installed on my machine, plus VS 2019 Preview v3.0
