Black 19.xxx

How can we use black version 19.xxx in our github actions ? in case i dnt want to upgrade my black to 20.xxx.

Tag automatically updated releases

The auto updater doesn't create tags, I'd like to check out a specific black version of this action, and now I've had to switch to using master to stay up to date; but I don't want to be THAT up to date 😇

Update black version

Black has been recently updated to 20.8b1 and shall be updated in the action. It introduces a comparatively large number of changes from 19.X versions.
