Build smaller images for each of the runtimes

I would like a bespoke image for different runtimes.

Just the major version for the moment....
I could break it down to minor versions of different things later.

I don't think I have to deal with multiple runtimes in a single image, as I think that is a slight anti-pattern. I just want to include the additional docker in docker, and headless browser capabilities, as I think that makes the image worthwhile.
