The dynamic map doesn't show up reliably

The dynamic map on the User profile does not show up reliably. The issue is present in both local development and in production on Heroku, but the issue appears to be more frequent on Heroku. The issue may be related to needing to precompile JS assets for Heroku as Professor Kuhl laid out in class and on Piazza.

Users can't create new Media

Users don't yet have the option to create new Media. The New Media view exists, but it's mostly empty. It shouldn't be too difficult to adapt the New Coupon view used for Merchants.

The CSS should be optimized for mobile

The app (deployed on Heroku) does not format properly on mobile devices. We should optimize our CSS for smartphones.

Map doesn't show up on Heroku

Even though PR #7 appeared to resolve #4 when serving the website locally, the map is completely absent when running the app on Heroku. I tried precompiling the JS (stored in /assets) like Professor Kuhl suggested, but that didn't seem to address the problem.

This is a pretty high-priority issue. @hbwhite-edu, can you take a look?
