Add a new cli command that shares the name of the package so it can be invoked via npx even when it isn't installed yet, e.g.

npx encrypted-env decrypt prod

Hi, i am using the config to decrypt env files in a Github CI Workflow but its not working.

- name: Decrypt env
        run: npx env-decrypt production
        env:
          ENV_KEY: ${{ secrets.ENV_KEY }}
          CI: true

The Workflow output is this:

When I try to do a npm build getting the below with the package env-smart
