I think i've made a gross error in reading the modifier for morale, which some of the content on the bug report is adjacent (a balancing issue maybe, but not nessecarily a bug) but seems to debunk itself when the max value for is 1000 10.00, which isn't the easiest thing to source unless you actively look for it and not .50 as i misread and claimed which would be the minimum 0.05, meaning there wouldn't be any faulty estate.
Probably this is just down to a high level of fatigue i've been experiencing lately, if there's any relevant detail ill apply a update this but i've reported it in error.
