Migrate out of deprecated Microsoft libraries

Describe the feature

The following libraries are deprecated:

  • Microsoft.AspnetCore.IISIntegration
  • Microsoft.AspnetCore.Server.Kestrel
  • Microsoft.AspnetCore.Hosting

We need to migrate away from them.

Migrate to net5.0

  • Must include the dockerfile port

Switch from default Logger to Serilog

Describe the feature

Currently, the default logger is lacking certain features that are needed on one of our customers, therefore, we should port to Serilog, which offers more flexibility.
