On timer page, the re-render when the time ticks cause the odometer animation to be interrupted

Currently, each number is isolated and doesn't consider any others.
Currently when jumping from: 146 to 246 only the 1 will roll to 2.
In a real odometer, this is not how that works. In order to roll the 1 to 2 in the 100's position the 1's column would have to roll over exactly 100 times, in this situation.

Currently jumps on each timer tick.
Would like to enhance to a smooth, continuous odometer that moves at a content rate of burnRateSec

If people and salary are both > 0, the timer doesn't run the odometer effect.

If holding "up" on a value the center alignment cause it to jump due to length changing
