Believe there already was a branch for that. The missing back-end processing can probably be pretty much lifted from the Sync OPML to Blogroll plugin.

Let admins decide if they want a public OPML endpoint or just the manual exports.

Optionally, add basic/token auth.

Right now, imported OPML remains in the public uploads folder. Let's see if we can just delete it (or skip WP handling the uploaded file altogether, although that may make it more difficult to work with).

So, we now allow text/xml uploads, but because of how WP works, can't also allow application/xml.

Folks for whom text/xml doesn't cut it, should probably just override the mimes array themselves.

What we can do, is allow XML uploads only for users with import capabilities. (Right now, XML uploads are allowed for everyone.) This isn't entirely true, as the filter is only called during the import.
