Add metadata/layout.conf file with masters line

I get this error now with newest Portage every time I do an emerge:

!!! Repository 'jamiel-gentoo-overlay' is missing masters attribute in '/var/lib/layman/jamiel-gentoo-overlay/metadata/layout.conf'
!!! Set 'masters = gentoo' in this file for future compatibility

ZMQ Only Likes PHP 5.3

Hi there. Looks like zmq is expecting an old version of PHP. Since 5.3 hit EOL and 5.5 is the current stable, could you update this to work with current versions? Thanks!
